Nanjing Online Notarization Technology Co., Ltd. was established in September 2000 as the only cooperative partner of the Online Notarization Research Work Group of the Ministry of Justice. The corporation provides technical support to the Work Group, promotes the marketization of researched products and serves as consultant on both domestic and international Internet information security technology and the developing model of "online notarization". By examining the current state of e-commerce and the characteristics of China's legal system, the corporation is trying to develop an online notarization service system that is tailored to Chinese characteristics. The system includes identification of the online transaction subject, guarantee of the transaction object and payment safety for online transactions.

Introduction to products and marketing

(1) Data Security Service

This service, which is at the core of the "online notarization" project, is especially designed to provide customers with data security of online facts, activity and documents, and includes ordinary data security, electronic transaction security, and other data security such as supervision of online bidding and registration services. Online facts, activity and documents, which are data exchanged and delivered across the Internet, can be recorded and saved as evidence or for dispute mediation. Combined with notarization, this data can therefore serve as the most effective legal evidence.

Examples of Market Use:

  • Ordinary data security
  • Electronic transaction security
  • Other data security
  • Registration services
  • Description and examples
  • Real-time data security
  • Transaction data security
  • Auction, lottery and bidding
  • Time-stamp services

(2) The China Certificate Authority (CA) Center

There is a need for CA certifications for e-commerce in order to ensure transaction security. The CA center, in cooperation with notarization institutions, holds great authority and public confidence.

(3) The National Registration Authority (RA) Network System for Offline Identification Examinations

The RA, which is the examination system of the CA, verifies whether the certificate holder and the entity to which the certificate belongs are the same, which, at present, can only be proven by onsite examination. This project connects nationwide notarization institutions into a network for offline and in-person examinations. The system can be used by the CA center and other CA companies.

(4) Online Payment Safety Service

This does not refer to online shopping (B-C) transactions but to business payments such as large sum transactions, trade B-B transactions such as between enterprises or between businesses and enterprises, and bids (G-B) between the government and enterprises. This is an important area of business opportunity.
